What is the largest head measurement this will fit? One reviewer said size 7 which is 22 inches. Product description claims 24.5 inches.

My hat size is 7 and 3/8 and the hat is TIGHT! Still wearable but will not fit up to 24.5 inches.

Laid flat they are about 11x11 inches.

What is the smallest head measurement that this will fit?

No idea but it fit a 16 year old boy.
