Is this a fedora or a trilby?

This is a Trilby. Popular with the neckbeard sporting, mom's basement dwelling Incels. Real men like Indiana Jones wears a Fedora.

Would this fit a petite female?

Yes.... My friend friend has this hat.... I wore it... I'm petite and it fit perfectly fine

are you able to bend the brim, so it's all uniform all around?

It would be difficult as the hat is shaped such that back of brim turns up a bit.

Would this fit a 22 inch head?

It should, I wear a 7 3/8 and it fine, it does stretch abit
