Can these be used outside in waterproof box

They're not designed for outside use. If you are to use them ensure you've checked the waterproof bos seals to ensure it is water tight and ensure there is no condensation in the box before use.

Are these supposed to get hot?

Not hot but can get just very slightly warm in use.
