What lights do i have to buy for this?

You can plug anything into it. I purchased it for my Christmas tree so I did not ave to climb behind the tree to plug it in. You could use it for Christmas trees, Christmas lights, lamps. Anything you need a remot on/ off

Can this be used outdoors?

This answer might be too late, but I saw in the description above that they make an indoor/outdoor version for $23.99.

I have a rotating stand that has a rotate button and an on/off button and would love it to control the rotate button. Can anyone help with that?

The receiver controlled by the remote only has room for one plug. It can if you used an extension cord or surge protector so you could plug the tree and the stand in and then plug it into the receiver.
