Could this be used for cooling oneself in a hot climate overnight?

Yes. I use it for that or for lower back pain. I place it in a gallon ziploc style bag (fits perfectly), freeze it, then place it inside a pillowcase. Its still cool after 8 hours. I purchased mine at my grocery store (Giant) in their seasonal aisle. They were two for $5.00.

Can I cut them so they are individual cubes? I'd like to cut them all and replace buying bags of ice every weekend. It would be a cleaner set up

There are others types for individual ice bags. This is most effective as a mat. I use it on top of the ice in my coolers on the boat and they keep the ice linger than without it. Would not recommend cutting it.

Where is this product made?

"Igloo" is an American company and this product is made in USA!!!

Can this be used under a pet/cat automatic feeder to keep food fresh?

I would definitely NOT do this with under Cat food as the contents could leak and be toxic...cats are VERY sensitive to chemicals and some chemical that would not affect a human or dog can be very toxic for a cat...you could just use real water ice in a baggie...just make it a single layer of ice cubes
