This was a gift, no matter how many times i’ve attempted to reset the code, it doesn’t work. yes i am putting it back to ‘000’! what now?

Send it back. I somehow changed the code from 000 (not on purpose), How did I know that? I set it to 000 and it would not click lock. Another piece of Chinese made junk. I ended up buying a thick piece of cast iron plastic coated chain lock. Inconvenient yes, does it work? YES.

Can this be washed / submerged in water to clean it? if not, what is the best way to clean it?

Yes, Just spot clean the material with a disinfectant wipe similar to clorox disinfectant wipes. Or use your favorite household cleaner to wipe down any soiled areas. I hope this helps.
