Are these good for cutting galvanized chicken wire?

No you will want a pair of linemans, these are diagonal cutters and will not be good for hard metals like that. Linemans, also called side cutters will have more leverage and thicker cutting area so you dont chip the cutters on harder metal.

Replacement Spring for the small blue side cutter? Mine broke, snapped in half.

Good question. Mine are now in the garbage one side of the cutters broke while cutting 14 awg wire.

Can this handle a 16 gauge wire?

Yes, of course it can. But not for use on steel wire, even for 16 gauge.
